How do I install one of these? I'm a mechanic but new to air cooled. The motor it's going in is a 1300 with bigger pistons and d/p heads. The kit consists of a shaft and looks like a couple of springs.

Those are a waste of money! Not needed. If all your bearing clearances are good a stock pump will give you plenty of preasure, or step up to a 26mm pump, enough preasure for full flow and remote filter. Stay away from cast iron Mellings pumps.
