#4 plug keeps fouling

my case is a 60 something 1200 case.
heads are from 60 something 1600 single port.
009 vac distributor
pict 28 carb
tune up done in oct. valves set to .006
motor runs strong and is tight

# 4 keeps fouling plugs. i have been able to swap out plugs and it runs fine again. this time it keeps fouling. i have the plug out of the motor right now to let the fuel evaporate.
looking for some ideas

Is it fuel or oil fouled?

fuel. did a check on the plug and found it wasn't sparking at all. so i replaced it and the bug is back running.
the other times it was oil.

What brand and part number are you using on the plugs? If it is fouling out because of oil, you might get away with running a hotter plug in that cylinder until you can afford to fix it correctly.

If its oil fouled, it could be rings or valve guides, I would rule out a bad spark plug wire first. Start it when its dark out, and take a look in your engine compartment to see if you got spark jumping from the wires to ground, also check to see if your distributor caps ok and not cross firing.
